The ECDL is open to everyone; to the individual computer user irrespective of colour, social status, racial origin or sex who wish to certify their computer skills.

It is also open to small and medium enterprises, large local or multinational organizations and government bodies who wish to set a valid benchmark for the level of computer skills of their employees.
